Combine beef and vegetables in large resealable plastic food storage bag; add dressing. Seal bag and marinate 4 to 6 hours in refrigerator, turning bag occasionally. Thread beef and vegetables alternately onto 4 metal skewers. Grill over medium coals, or broil, 5 to 7 minutes or to desired doneness, turning occasionally. Combine rice and remaining ingredients. Serve kabobs over rice mixture.
